If the approval process was accepted by the approver, can we change the approver to another user if this approver can't access the system for some unexpected siutation?

Yes, this is possible. Currently, an administrator has to do this job via the management-studio. Open the Processes view and search for your process. Here you can change the receiver of the current activity.
In the future we are looking forward to support process responsible in the client to change the receiver.
